All Major Search Engine like Google, Bing, Yandex for the mains one use something called link popularity to determine the relevance of a page or website. We call it Page Rank as well. 

The Page rank is likely the most important factor for ranking currently. It goes along with page Title, tag (hn), link Anchor and other factors. 

How does Page Rank works exactly? At the beginning it was only calculated based on how many links a page was having. The more links the more PageRank. But nowadays it does not work like that anymore, It is based on the quality of link and their power. Better to have 10 strong backlinks then 50 bad for a website. This Algorithm define your ranking on a specific SERP.
